One of the Water Street District developers recently acquired a building near downtown at 607 E. Third St. Woodard Development plans to transform the former Lotz Paper Co. into The Avant-Garde, featuring office space and possible first-floor retail. The 35,000-square-foot building is located next to The Steam Plant, another renovated property that boasts event space and some offices. The firm’s principal, Jason Woodard, also said he was in negotiations to acquire the property next to the future Avant-Garde at the corner of Third and Sears streets.
